The general rule of thumb is: A 1-way road flowing into another 1-way road generally doesn't need lights. However as soon as it's possible cars need to turn more than 1 direction, lights will appear. The way you did the alignments and showed step by step is great. My gripe is with how you used bridges. AFAIK this would more often be done using an overpass/underpass setup. The north/south road dips in the middle, so the east/west bridges can be 1/3 the length they are now, and less steep. 10. DeadHeadLibertarian.
